The following Public Utilities Department has  elected to lead by example, demonstrating cost-efficient and long-term solutions to SWR-MGT design, utilizing infiltration-based Stormwater Runoff Management plans/designs.
Questions:
     (i) Again we ask, what do the European engineers, architects and design/build firms know - that we do not know in America?
    (ii) Has the state of American engineering and architecture fallen this far behind the curve?
   (iii) Can we no longer keep up? Not even keep pace with engineering sciences and best management practices in the former communist states?
